Creation of the RTVE-ETSIT UPM Chair

Spanish Radio and Television Corporation (RTVE) and Telecommunication Engineering School of the Polytechnic University of Madrid (ETSIT-UPM), through Rogelio Segovia Foundation for the Development of Telecommunications (FUNDETEL), have signed a cooperation agreement for the development of the telecommunications linked to the broadcast of audiovisual content.

This agreement leads to the creation of the RTVE Chair in this School, and begins a strategic collaboration between the two entities in order to carry out training, research, study and dissemination activities.

Initially, it was considered as areas of study those that correspond to the technologies that could be adopted by European broadcasters for the distribution of audiovisual content. These technologies are an evolution of the current technologies and will allow RTVE continue to reach citizens in the near future, according to its character of public service, through all audiovisual platforms used, when it is technically possible and economically viable.

The Corporate General Director of RTVE, Enrique Alejo, said that "create the RTVE Chair in the ETSIT-UPM means a boost in our strategic line to lead the technological changes in the audiovisual field, joining with the best and more qualified partners, for this purpose".

In addition, the Director of the ETSIT-UPM, Félix Pérez, has emphasised the importance of this agreement "with the key entity in the broadcasting in Spain to develop together new technologies which transform the audiovisual sector in the coming years".

The professor, José Manuel Menéndez, is the coordinator of this initiative in the ETSIT-UPM. José Manuel has reminded that the relation between the two institutions is not new, so that "the signing of this agreement is the confirmation and the formal highlight of a collaboration which continues since many years between ETSIT-UPM and RTVE, through research projects".

The areas of study are the following:

- Carry out field tests with the audio/video encoding standard (HEVC), for DVB-T2 (Digital Video Broadcasting - Terrestrial 2) in HD and 4K, and also for DVB-S2 (Digital Video Broadcasting - Satellite 2) in 4K, because of their future establishment in all cases.

- Conduct experiences with eMBMS services (enhanced Multimedia Broadcast Multicast Services) in mobile communications networks LTE (4G), as a complement to terrestrial television broadcasting and coexistence along with DVB-T2.

- Explore the possibilities of the MPEG-DASH standard, analysing its ability to produce an adaptative streaming to avoid, if it is possible, problems experienced by users such as intermittent signal, loss of audio/video quality when network conditions change or significant delays at the beginning.

In all cases it will count on the collaboration of RTVE Official Institute and, at the same time, all representatives involved will be invited to participate in the development and establishment of Ultra High Definition.

Thanks to this agreement, RTVE and ETSIT-UPM confirm the commitment to innovation reflected in their task of public service, as well as their dynamic role in the industry, research and training, as the market in the adoption and use of those standars to provide, in the near future, improvements in efficiency and quality in the distribution of audiovisual content, and that is clearly perceived by the citizens.

RTVE and the Telecommunication Engineering School of the Polytechnic University of Madrid had collaborated occasionally on experiences such as the first experimental broadcasts of 4K on DTT or, earlier, in the first broadcasts in High Definition tests on DTT which included interactive services (Campus HD, 2006).
